I ordered food at 5:25pm with the estimate of arrival at 6:18. I got nervous around 6:30 when the food hadn't arrived.

It said it was delivered at 5:48. No food in sight, we contacted doordash. The customer rep had a hard time typing responses and had no explanation as to where the food was. The only thing she would say is that the driver's phone was busy.

Who has a busy signal on their cell phone?

She clearly did not contact the driver and minimal effort was put into discovering where the food was.

Now it's 7:00 and I need to go find something else to eat with a hungry family. She said I'd get a refund, but that doesn't help me late at night.

Believe me, it's better just to go pick it up yourself.
